In order to ensure the implementation of the “Construction Development Plan of the Russian Federation until 2030” and the implementation of the UN resolution on development support, it is necessary to create a new management system. They should allow authorities to compare cities, taking into account specific cities and their characteristics against the background of others carrying out similar development processes. In this article, the authors propose a strategy for urban infrastructure management. The authors’ approach to the development of residential housing and co-working spaces in the city is mainly described. According to the authors, the objects of housing and communal services of the city relate to the objects of investment construction in different ways of reproduction. Furthermore, the article examines residential buildings and structures and utility networks. The authors’ approach includes regular inspections of city offices and public service centers at various stages of their operation. For this purpose, the authors use several types of analysis: ex post analysis, ex ante analysis and prognostic analysis. For each type of evaluation, the authors create a set of evaluation indicators and indicate the evaluation period. The result of this study is the creation of an indicator for evaluating the level of development of housing and community services in the city and a roadmap for their development. The road map is created with regard to introducing the latest end-to-end technologies and digital tools into the work of public institutions. The proposed approach, on the other hand, focuses on the internal complexity and heterogeneity of urban areas of housing and social work. On the other hand, it is a simple tool for making strong management decisions with electronic systems, as it uses data that is always available.

Today, “sustainable development” is defined as development that “meets the needs of the present without compromising the ability of future generations to meet their own needs.” [3]. It should be noted that the combination of “sustainable development” has been criticized as contradictory by several scientists [4]. However, the term is rooted in political and scientific usage to denote the equitable growth and development of humans in interaction with the environment. In the resolution of the UN General Assembly no. A70 / L.1 “Transforming our world: 2030 Agenda for Sustainable Development”, held on September 25, 2015, identified 17 sustainable development goals that cover various aspects [1]. Among them, goal number 11 stands out: “To make cities and towns connected, safe and sustainable.” For this purpose, the task of creating a stable settlement of the Russian Federation, intended for the world, immediately began to be solved. In December 2016, Rosstat became a member of the Interdepartmental Working Group under the Presidential Administration of the Russian Federation on Climate Change and Sustainable Development (IWG). Within the framework of the IWG under the leadership of Rossstat, a Group of Students was created for informational and statistical support for monitoring development goals. As a result, Russia is systematically working to create conditions for improving the living and housing conditions of citizens. In this context, we will look at the housing and community services industry, which today occupies a leading position in creating a sustainable urban environment through the quality of residential and community spaces provided and the management of housing and community services.

The Expanding Role Of Primary Care In Cancer Control

However, when analyzing the housing industry and social services, it is necessary to pay special attention to housing and community services, especially residential properties, which are part of the basic needs of citizens. Satisfying the need for housing is the beginning of the development of the country’s economy, as there is a direct relationship between the labor force and the quality of the house. A number of able-bodied people who have regular access, good rest, communication with family and a free life are more successful at work and therefore have a greater impact on the country’s GDP growth.

Therefore, when managing the performance of housing and community services, it is important to pay attention to housing and community services that are designed to meet people’s housing needs in different ways [10]:
