In order to ensure the implementation of the “Construction Development Plan of the Russian Federation until 2030” and the implementation of the UN resolution on development support, it is necessary to create a new management system. They should allow authorities to compare cities, taking into account specific cities and their characteristics against the background of others carrying out similar development processes. In this article, the authors propose a strategy for urban infrastructure management. The authors’ approach to the development of residential housing and co-working spaces in the city is mainly described. According to the authors, the objects of housing and communal services of the city relate to the objects of investment construction in different ways of reproduction. Furthermore, the article examines residential buildings and structures and utility networks. The authors’ approach includes regular inspections of city offices and public service centers at various stages of their operation. For this purpose, the authors use several types of analysis: ex post analysis, ex ante analysis and prognostic analysis. For each type of evaluation, the authors create a set of evaluation indicators and indicate the evaluation period. The result of this study is the creation of an indicator for evaluating the level of development of housing and community services in the city and a roadmap for their development. The road map is created with regard to introducing the latest end-to-end technologies and digital tools into the work of public institutions. The proposed approach, on the other hand, focuses on the internal complexity and heterogeneity of urban areas of housing and social work. On the other hand, it is a simple tool for making strong management decisions with electronic systems, as it uses data that is always available.
